The Airport Maintenance Technician position is responsible for the proper general and preventative maintenance and upkeep of Authority facilities, grounds, airfield, equipment, and critical systems in accordance with applicable regulations, Authority requirements, and safety and quality standards, and the operation and maintenance of light and heavy equipment including Authority-owned vehicles and snow removal equipment, and other duties as needed or assigned. The airport operates 24/7 365 days per year and schedules may vary based on business needs. Shifts may include evenings, weekends, and holidays.

Compensation:
  • Starting pay rate of $29.00 per hour depending on experience.

Major Duties/Responsibilities:
  • Performs general and preventative maintenance duties (routine and nonroutine) in a safe manner to maintain Authority facilities, grounds, airfield, equipment, and critical systems in good working order and in compliance with professional and regulatory standards.
  • Performs maintenance (routine and nonroutine) of the Authority airfield including maintaining and repairing surfaces, fences, gates, signs, lighting, and paint; performing grounds keeping, assisting with Foreign Object Debris (FOD); and installing and maintaining airfield signs and traffic control devices.
  • Performs general and preventative maintenance (routine and nonroutine) of Authority facilities, including elevators, conveyances, jet bridges, the baggage handling system, and other critical systems; conducts routine building and systems checks; monitors and documents performance of baggage handling system.
  • Performs grounds maintenance duties including mowing and trimming grass, ditch and pond maintenance, brush clearing and cutting, tree trimming, landscaping, maintaining irrigation systems, applying pesticides and herbicides in accordance with establish health and safety regulations, and collecting trash and removing debris.
  • Prepares and maintains records and reports related to maintenance activities as required on manual forms or through digital means; interacts with work order system to receive assignments and document completion of tasks to required standard.
  • Repairs, marks, and stripes runways, taxiways, roads, crosswalks, curbs, and parking areas using paints and painting materials and equipment.
  • Performs snow and ice control and removal duties airside and landside in accordance with the Authority’s Snow and Ice Control Plan (SICP) and works cooperatively with the Authority’s Snow Team personnel; performs Snow Team role as assigned.
  • Performs light plumbing, carpentry, welding/fabricating, and electrical duties.
  • Operates power tools, hand tools, machines, and equipment.
  • Performs maintenance on and repairs to equipment.
  • Maintains an inventory of tools, equipment, and supplies and maintains shop and work areas and equipment in clean and safe condition and assures the security of tools and equipment.
  • Assists other Authority personnel and provides instruction to others as needed.
  • Works effectively with vendors, contractors, and suppliers in performing maintenance duties.
  • Assists with trash removal and disposal as needed.
  • Maintains compliance with safety, security and environmental regulations and procedures.
  • Ensures Maintenance Management is kept apprised of significant events that occur during the shift.
  • Communicates effectively and exchanges information in a professional and positive manner with employees, tenants, concessionaires, vendors, contractors, and the public.
  • Provides escort in the movement and non-movement area to authorized individuals as needed.
  • Participates in the Authority’s Safety Management System.
  • Operates and drives light and heavy equipment and Authority-owned vehicles landside, in non-movement area, and in movement area.

Position Requirements:
  • High School Graduate or Equivalent
  • 18 years or older
  • Proficiency in written and spoken English
  • Mechanical background and aptitude, including but not limited to, 1+ year(s) of experience in building maintenance, carpentry, plumbing, electrical, electronics and information technology, auto/diesel mechanics, welding/fabrication, and/or grounds maintenance and irrigation systems
  • Proficiency in use of hand and power tools
  • Able to compare and/or judge readily observable functional, technical, structural, compositional or identifiable characteristics of data, people or things
  • Ability to read and understand spatial and graphical displays and enter information into hard copy or computer-based logs and records

The Part-time Cleaning Technician (20 hours per week) performs limited cleaning duties in order to maintain the airport terminal in clean and orderly condition and support the Terminal Services and Appearance department.

Compensation:
  • $22.00 per hour

  • Performs limited cleaning duties to maintain the airport terminal in clean and orderly condition.

  • Performs cleaning of floors and carpets using light equipment including mops, brooms, dust pans, backpack, and push vacuums.
  • Uses a variety of custodial cleaning tools, equipment, chemicals, and solutions.
  • Maintains and pushes cleaning cart throughout terminal facility.

The Director of Airport Properties and DBE/ACDBE provides day-to-day strategic and tactical business management for and serves as the primary liaison between the Authority and aviation-related and non-aviation-related tenants; negotiates contracts and agreements on behalf of the Authority, including request for bid and proposal process management; oversees and ensures tenant compliance with Authority requirements and applicable federal, state, and local laws and ordinances; oversees Authority insurance contracts; provides support and consultation for air service and regional economic development programs; and directs the Authority’s National External Civil Rights Programs. This position exercises independent discretion throughout the major duties/responsibilities.

Compensation:
·         Starting annual salary of $115,000, depending on experience.

Major Duties/Responsibilities:
·         Manages and oversees aviation-related and non-aviation-related tenant activities and properties including airport terminal, land, buildings, and hangars in conjunction and coordination with other airport departments in order to ensure compliance with Authority rules and regulations and by-laws, lease terms, minimum standards, federal grant assurances and obligations, and other applicable federal, state, and local laws and ordinances.
·         Creates, negotiates, and manages compliance of contracts and agreements governing space and operations of aviation-related and non-aviation-related tenants, including but not limited to, leases, operating agreements, use agreements, concession agreements, memorandums of agreement (MOA’s), etc.
·         Fosters strong professional working relationships with airline management, executives, aviation support service managers to complete transactions, special projects, solves operational or day-to-day issues; serves as primary property management and business management liaison to officials, airlines, concessions, and tenants.
·         Oversees and manages the Authority’s request for bid and proposal process for all contracted agreements (e.g., professional services agreements, insurance contracts, ground transportation agreements, concessions agreements, rental car service agreements); drafts and administers proposals of use, bid packages, leases, permits and other documents; assists in the review of bids and proposals; prepares the final bid and proposal documents to be distributed to the public; prepares documents for pre-bid/pre-proposal meetings; prepares and submits all public advertisements and notifications for bids and proposals to appropriate advertising and distribution channels and manages related public communications (e.g., GAA website content); administers and manages postings of all bids and proposals including addenda, updated and notifications as applicable; maintains data related to inquiries, bidders list and mailing list; prepares for and assist in conducting pre-bid/pre-proposal meetings and bid/proposal openings; coordinates and conducts site tours; tracks; maintains and ensures bid bonds related to bids and proposals are in compliance with bid and proposal documents and requirements; prepares drafts for form and content before submission to management and the Authority’s legal counsel; coordinates closely with legal counsel and other staff as appropriate in matters of lease preparation and litigation; prepares packages for management review and approval.
·         Manages active leases and agreements and inspects properties on a regular basis to ensure compliance with Authority rules and regulations and by-laws, lease terms, minimum standards, federal grant assurances and obligations; monitors tenant improvement programs for new and existing tenancies, including design review; works with airport engineers to develop plot plans of leased areas; monitors active leases including reports, commencement and expiration of leases and agreements; notifies tenants of adjustments in rental rates; coordinates tenant location maps, exhibits, or plans to reflect the current status of assigned properties; coordinates internal notification regarding changes of tenancies; reviews the status of insurance and lease compliance; mediates disputes between the Authority and tenants/users regarding the use and development of Authority property and compliance requirements.
·         Reviews the timely and accurate processing of new lease agreements, amendments, and renewals.
·         Plans, directs, and coordinates the Authority’s business development programs including ongoing leasing, operational compliance activities for airport concessions including food, beverage and retail, ground transportation, and other revenue projects, strategic recruitment activities to attract, solicit and evaluate business opportunities.
·         Provides support and consultation for air service development and regional economic development programs that involve the Airport Authority.
·         Assists with development of the Authority’s annual airline budget.
·         Develops and manages the entirety of the Authority’s National External Civil Rights Programs, including the Disadvantage Business Enterprise/Airport Concessions Disadvantage Business Enterprise (DBE/ACDBE) program, Title VI of the Civil Rights Act of 1964, Limited English Proficiency (LEP), Environmental Justice (EJ), American with Disabilities Act (ADA), Section 504 of the Rehabilitation Act of 1973; serves as the Authority’s Title VI and Section 504 coordinator; oversees and manages equitable access including language services and accommodation requests; monitors and resolves complaints and inquiries from internal and external stakeholders and the general public; performs investigations of complaints, develops reports, and conducts remediation as needed; and maintains documentation as required by law.
·         Conducts audits and reviews the Authority’s insurance coverages (e.g., commercial liability, property, law enforcement, DNO, cybersecurity) and negotiates renewals, in partnership with senior management, to secure and maintain appropriate coverage for the Authority.
·         Works with internal and external stakeholders, responds to inquiries, provides information and assistance related to areas of responsibility and works cooperatively to resolve issues.
·         Oversees and performs administrative management functions including developing and preparing contracts, reports, letters, and other documentation as required; maintaining up-to-date records of all current and expired leases in the Authority’s data and lease management systems; administering and managing a document management system for the Authority and overseeing the processes required for the creation, completion, and documentation of Authority agreements, including square footage and terminal mapping requirements; creating, revising, implementing, and maintaining rules, regulations, standards, and procedures to ensure compliance with Authority requirements and legal and regulatory obligations; tracking of incidents and inspections; preparing and maintaining various records and reports related to tenant activities, insurance/risk management reviews, DBE and related activities, etc. on manual forms or through digital means; interacting with lease management system; preparing presentations and reports and overseeing their publication.

The Airport Operations Supervisor supervises and directs Airport Operations and Aircraft Rescue and Firefighting staff in the performance of airport operations duties to ensure the efficient movement of aircraft and the safety of those using the airport in compliance with Federal Aviation Regulation (FAR) Part 139 (including Aircraft Rescue and Firefighting), Transportation Security Regulation (TSR) Part 1542, and other regulatory and Authority requirements. This position exercises independent discretion throughout the major duties/responsibilities and provides management support to the Manager of Airport Operations and Aircraft Rescue and Firefighting (ARFF).
 
Compensation:
  • Starting annual salary of $75,000, depending on experience.

Major Duties/Responsibilities:
  • Supervises the Authority Airport Operations and Aircraft Rescue and Firefighting (ARFF) staff to ensure operational efficiency; adherence to applicable regulations, Authority requirements, and safety and quality standards; and delivery of quality customer and operational services.
  • Supervises and directs the work of Airport Operations staff to ensure compliance with applicable regulations, standards, and Authority policy and procedures. Performs the full range of supervisory duties, with appropriate higher-level managerial/organizational review as needed (e.g., hiring, termination, staff development and training, performance management, discipline, team development, scheduling, work plan development and assignment of duties, time approval, and workplace safety).
  • Supervises and conducts airfield inspections to ensure compliance with the Airport Certification Manual under FAR Part 139 and other applicable regulations including monitoring runway friction daily using specialized friction measuring equipment.
  • Ensures airfield operations activities are conducted in compliance with safety, security, and applicable regulations, standards, policies and procedures.
  • Supervises the transmission, reporting, documentation, and management of Notice to Air Missions (NOTAM), runway condition codes, and FAR Part 139 discrepancies.
  • Supervises and performs Aircraft Rescue and Firefighting (ARFF) duties while ensuring procedures and responsibilities are followed as outlined in the Airport Emergency Plan (AEP) and FAR Part 139.
  • Supervises the Authority’s centralized coordination and communication center during airfield emergencies and snow events.
  • Supervises and coordinates snow and ice control in accordance with the Authority’s Snow and Ice Control Plan (SICP) and supervises Airport Operations snow team personnel.
  • Supervises response activities for aircraft emergencies, hazmat spills, the removal of disabled aircraft and other related emergencies in accordance with the Airport Emergency Plan (AEP) and FAR Part 139.
  • Acts as Incident Commander (as assigned) for airport or terminal/concourse emergencies, including directing safety procedures and response to all airfield emergencies, making decisions to stabilize situation and affect life safety and preserve property, determining recovery efforts and activities that return airport back to normal operations, and notifying senior management and affected departments and tenants of incidents that affect the normal operation of the airport; collaborates with mutual aid
  • Supervises runway opening and closing procedures including ensuring all notifications, barricades, signage, lighting, and any other appropriate device is in place to prevent an unauthorized aircraft, vehicle, or person from entering a closed runway, taxiway, or service road, as well as monitoring, tracking, and controlling access into these areas to maintain a safe environment.
  • Assists with investigations of accidents and incidents, developing reports, and presenting findings to management as needed.
  • Investigates, resolves, and responds properly to questions and/or complaints from the public, tenants, stakeholders, and partners regarding airport operations.
  • Supervises and conducts movement area driver training and approves drivers for movement area access.
  • Develops, conducts, and coordinates airport operations-related trainings and meetings, including ARFF trainings, as needed.
  • Performs administrative management functions including maintaining and updating Airport Certification Manual (ACM) and Airport Emergency Plan (AEP) documents as assigned; documenting and tracking of incidents and inspections; preparing and maintaining various records and reports related to operations activities on manual forms or through digital means; interacting with work order system to document and request remediation of discrepancies to required standard and monitoring completion of remediation; managing and documenting schedules; developing, revising, and implementing airport operations procedures (e.g., standard operating procedures, operating instructions) as assigned; compiling various forms of data and reports and distributing pertinent and required reports.
  • Supervises and conducts inspection of airfield construction projects and related safety inspections.
  • Supervises safety and quality control inspections of aviation fuel storage facility and fueling operations.
  • Supervises regulated garbage processing for international flights in accordance with U.S. Customs and Border Protection regulations.
  • Supervises and performs wildlife inspections to include mitigation, in compliance with regulations and the Authority’s Wildlife Hazard Management Plan.
  • Enforces federal aviation regulations and Authority guidelines and policies in partnership with the Authority’s Public Safety Department, Transportation Security Administration (TSA), U.S. Customs and Border Protection, and Air Traffic Control.
  • Serves as Subject Matter Expert (SME) in aviation-related content areas (e.g., Safety Management System (SMS), ARFF, Movement Area Driver (MAD) training).
  • Provides escort in the movement and non-movement area to authorized individuals as needed.
  • Keeps abreast of all federal, state, local aviation regulations, safety and compliance requirements.
  • Participates in the Authority’s Safety Management System.
  • Operates and drives light and heavy equipment and Authority-owned vehicles landside, in non-movement area, and in movement area.

Position Requirements:

  • Associate’s or Bachelor’s degree from an accredited institution in Airport or Aviation/Aerospace Management/Science, Business or Public Administration or closely related field AND 2+ years of experience in airport operations at a FAR Part 139 airport; OR 4+ years of work at an airport offering specific and substantial preparation for the duties of the position
