of Human Resources position.

The Director
of Human Resources reports to the Chief Human Resources & Training
Officer and provides direction and tactical Human Resources support to the
Authority; oversees the Authority’s Human Resources
Department and staff; ensures effective and compliant human resources policies,
programs, and practices; directs talent acquisition/recruiting, onboarding, retention,
and talent development/management; oversees compensation and payroll functions
and systems; develops and conducts human resources-related trainings; drives employee
engagement and manages engagement programs; oversees benefits compliance and administration;
directs and oversees employee relations and leave administration; implements,
manages, and audits human resources programs and systems and makes process
improvements. This position exercises independent discretion throughout the major duties/responsibilities.
Compensation:
- Starting annual salary of $110,000, depending on experience.

Major
Duties/Responsibilities:
- Directs and oversees the Authority’s Human Resources activities, department and staff to ensure operational efficiency and adherence to applicable federal, state, and local legal and regulatory requirements and standards (e.g., ADA/ADAAA, ACA, EEO, FLSA, FMLA, MCA, USERRA, WC) and Authority policies and procedures, as well as the fair and equitable treatment of applicants and employees of the Authority. Delegates authority and responsibility for assigned tasks to subordinates. proactively evaluates and implements human resources-related process improvements to increase efficiency and compliance, monitors effectiveness of outcomes.
- Directs and oversees the work of Human Resources staff and performs the full range of supervisory duties, with appropriate higher-level managerial/organizational review as needed (e.g., hiring, termination, staff development and training, performance management, discipline, team building and development, work plan development and assignment of duties, scheduling, time approval, and workplace safety).
- Executes on and leads the department in the achievement of department goals and the Authority’s strategic priorities including developing and implementing priorities, work plans, tasks, and assignments in accordance with expected deliverables, timeframes, resource utilization; develops and presents detailed reports on Human Resources activities to senior management; provides the necessary oversight to ensure work is completed timely, effectively, and efficiently and in compliance with requirements, and holding staff accountable for results; and continually monitors priorities and resources to accomplish goals.
- Provides guidance and direction to management on human resources-related matters, including but not limited to legal requirements, organizational development, change management, performance management, disciplinary actions, and human resources best practices; fosters long term successful and cooperative relationships with management and employees to enable effective strategies and initiatives that promote a culture of accountability and engagement.
- Authors, implements, and interprets human resources policies and procedures in compliance with federal, state, local legal and regulatory requirements; audits, develops, implements, and interprets human resources-related policies and procedures, including but not limited to the Gallatin Airport Authority Personnel Manual and other human resources-related documents.
- Develops and implements training and education of management and employees on human resources-related topics including but not limited to human resources policies and procedures, professional/leadership development, workplace conduct, performance management, conflict management, human resources best practices, and legal compliance.
- Oversees and directs effective employee relations; manages and conducts employee relations investigations into human resources-related issues including, but not limited to, policy violations, complaints, grievances, performance concerns in accordance with legal requirements and investigation and remediation/resolution best practices and maintains required documentation.
- Manages risk for the Authority and works collaboratively with leadership and legal counsel to manage and respond to legal claims, complaints, and grievances by ensuring that company is operating within legal requirements.
- Directs and oversees recruitment to ensure that appropriate staffing levels are achieved and maintained; engages in workforce planning and develops staffing plans to meet organizational needs; leads and manages onboarding and the development and execution of employee engagement strategies to ensure employee integration and retention.
- Oversees and directs compensation and payroll administration to ensure fair, competitive, and compliance pay policies, practices, and processes; manages HRIS systems and the development and maintenance of position descriptions and classification system.
- Oversees and directs health and welfare benefits administration and compliance including conducting benefit plan and design reviews, contracting services and renewals, conducting open/special enrollments, ensuring benefits compliance, issuing and reporting required notices and filings, managing benefits contracts and services with carriers and consultants, developing and conducting benefits education programs and interfacing with retirement plans and agencies.
- Oversees leave administration (inclusive of Authority leaves, FMLA, WC, and leaves under the ADA/ADAAA) to ensure the health and safety of Authority employees and compliance laws and regulations.
- Develops, implements, and maintains all required legal and regulatory reporting, documentation, and employee record retention in accordance with compliance requirements.
- Assists senior management in the evaluation and planning of the department budget; prepares and presents budget recommendations to senior management; implements and administers the department budget; adjusts work plans/activities as a result of budget changes; adheres to establish and approved budget; and exercises fiscal responsibility.
- Conducts needs assessments, identifies, and procures human resources and benefits-related service providers, vendors, and contractors; negotiates and contracts with service suppliers, vendors, and contractors; oversees departmental contract management.
- Plans and develops human resources programs and communications and establishes methods for implementation and tracking of their effectiveness.
- Oversees and performs administrative management functions including creating, revising, and implementing policies, procedures, and processes; maintaining, revising, and implementing the Gallatin Airport Authority Personnel Manual and other human resources-related documents and documentation; preparing and maintaining various records and reports related to human resources activities on manual forms or through digital means; and overseeing the publication of human resources reports.
- Keeps abreast of all human resources-related federal, state, and local legal, regulatory, safety, and compliance requirements.
- Participates in the Authority’s Safety Management System.
- Operates and drives Authority-owned vehicles landside and in non-movement area.
- Uses effective and standard radio communications to communicate with other personnel.
- Completes required trainings.

- 5+ years of experience in Human Resources
- 4+ years of Management experience

The Airport Maintenance Technician position is responsible for the proper general and preventative maintenance and upkeep of Authority facilities, grounds, airfield, equipment, and critical systems in accordance with applicable regulations, Authority requirements, and safety and quality standards, and the operation and maintenance of light and heavy equipment including Authority-owned vehicles and snow removal equipment, and other duties as needed or assigned. The airport operates 24/7 365 days per year and schedules may vary based on business needs. Shifts may include evenings, weekends, and holidays.
Compensation:
- Starting pay rate of $29.00 per hour depending on experience.

Major Duties/Responsibilities:
- Performs general and preventative maintenance duties (routine and nonroutine) in a safe manner to maintain Authority facilities, grounds, airfield, equipment, and critical systems in good working order and in compliance with professional and regulatory standards.
- Performs maintenance (routine and nonroutine) of the Authority airfield including maintaining and repairing surfaces, fences, gates, signs, lighting, and paint; performing grounds keeping, assisting with Foreign Object Debris (FOD); and installing and maintaining airfield signs and traffic control devices.
- Performs general and preventative maintenance (routine and nonroutine) of Authority facilities, including elevators, conveyances, jet bridges, the baggage handling system, and other critical systems; conducts routine building and systems checks; monitors and documents performance of baggage handling system.
- Performs grounds maintenance duties including mowing and trimming grass, ditch and pond maintenance, brush clearing and cutting, tree trimming, landscaping, maintaining irrigation systems, applying pesticides and herbicides in accordance with establish health and safety regulations, and collecting trash and removing debris.
- Prepares and maintains records and reports related to maintenance activities as required on manual forms or through digital means; interacts with work order system to receive assignments and document completion of tasks to required standard.
- Repairs, marks, and stripes runways, taxiways, roads, crosswalks, curbs, and parking areas using paints and painting materials and equipment.
- Performs snow and ice control and removal duties airside and landside in accordance with the Authority’s Snow and Ice Control Plan (SICP) and works cooperatively with the Authority’s Snow Team personnel; performs Snow Team role as assigned.
- Performs light plumbing, carpentry, welding/fabricating, and electrical duties.
- Operates power tools, hand tools, machines, and equipment.
- Performs maintenance on and repairs to equipment.
- Maintains an inventory of tools, equipment, and supplies and maintains shop and work areas and equipment in clean and safe condition and assures the security of tools and equipment.
- Assists other Authority personnel and provides instruction to others as needed.
- Works effectively with vendors, contractors, and suppliers in performing maintenance duties.
- Assists with trash removal and disposal as needed.
- Maintains compliance with safety, security and environmental regulations and procedures.
